ABOUT THE ROLE
The Local Government Service Commission is inviting applications from suitably qualified Malawians to fill this vacant position at Blantyre City Council.
QUALIFICATIONS
š Bachelor's Degree in Human Resources Management from an accredited and recognised university
š At least five (5) years of practical experience in Human Resources Management
DUTIES
Reporting to the Director of Human Resources Management, the Chief Human Resources Officer ā Planning and Design will:
š Develop, implement, and review Human Resource Plans in alignment with the Council's strategic objectives and workforce requirements
š Conduct workforce planning and analysis to determine current and future staffing requirements, skills gaps, and critical human resource needs
š Advise management on organizational structures, staffing levels, establishment, and optimal deployment of human resources
š Lead preparation and implementation of Training and Development Plans based on identified organizational and individual training needs
š Coordinate Training Needs Assessments (TNA), ensuring training interventions align with organizational priorities and competency gaps
š Develop and implement career development and succession planning programs to ensure availability of competent personnel for critical and strategic positions
š Advise management on staff development, career progression, promotions, and capacity-building opportunities per approved policies and procedures
š Monitor and evaluate the implementation and effectiveness of training programs, assessing their impact on employee performance and organizational objectives
š Prepare and submit monthly work plans and progress reports on Human Resource Planning and Development activities
š Manage and coordinate implementation, monitoring, and review of the Council's Performance Management System to align with strategic objectives and performance targets
