Global Development Network Hiring Technical & M&E Advisor – Apply by 30 September 2026

Advise the selected research team, where required, on coordinating external evaluation methodologies with the NGO’s internal data systems.
Coach staff on stakeholder engagement, coordination and institutional partnerships with government agencies.
Provide guidance on communications and visibility, including documentation of impact stories and development of comprehensive reports.
Monitoring, Evaluation and Reporting
The consultant will:
Guide the team in defining appropriate indicators and identifying data sources.
Provide technical input and final validation of the project’s M&E framework.
Advise on the digitalisation of M&E systems, data management and simple digital dashboards.
Participate in monitoring visits to project sites and beneficiaries where feasible.
Review project progress reports and identify gaps requiring attention.
Assess project progress and achievements against agreed indicators and objectives.

Document findings and submit reports to GDN to support implementation oversight and identify additional support needs.
Provide advice on updating the M&E framework as project implementation evolves.
About the Project
The project addresses food insecurity and poverty affecting underserved urban communities in Uganda, particularly women, young people, teenage mothers and persons with disabilities.

Limited access to land, agricultural inputs, modern farming knowledge and climate-resilient production methods has increased vulnerability to climate shocks and reduced productivity and household incomes.

The project seeks to improve food security, livelihoods and resilience through:

Resilient and sustainable farming training.
Agribusiness and digital literacy.
Provision of agricultural inputs.
Smart community gardens.
Seedling production.
Value addition.
Market linkages.
Digital tools and platforms.
Monitoring, evaluation and adaptive management.
Planned Project Outputs
The 24-month project is expected to:

Train 10,000 farmers in resilient, sustainable farming and agribusiness, including 60% women, 20% youth, 15% teenage mothers and 5% persons with disabilities.
Establish 3 seedling production facilities and 5 community farms.
Distribute 30,000 quality seedlings and 2,000 farming kits.
Establish at least 2 processing units per community group for tomatoes and leafy greens.

Connect 4,000 farmers to local and regional markets.
Train 2,000 community members in practical digital literacy and online productivity tools.
Produce quarterly M&E reports containing progress updates, gender-disaggregated data and lessons learned.

Contract and Level of Commitment
The appointment will be on a part-time consultancy basis, requiring approximately 30 days of involvement spread across the full 24-month project period.

The consultant must be available to provide support to GDN and the Awardee either remotely or in person, as required.

The consultant will also be expected to keep GDN copied on email communications with the Awardee.

Applications from teams of more than one person are welcome.

Consultancy Budget
Applicants must submit a detailed budget for the full two-year assignment.

The maximum budget is USD 15,000, inclusive of:

Professional fees.
Travel to project locations.
Accommodation.
Subsistence and related assignment costs.
Indicative Deliverables and Timeline
Within 1 Month of Contract Signature
The consultant will:

Review project documentation.
Hold discussions with the project team regarding the work plan and implementation.
Guide the team in defining indicators and establishing the overall M&E framework.
Provide input, guidance and final validation of the M&E framework.
Within 3 Months of Contract Signature
The consultant will:
Review and assess Connector Grant applications.
Continue providing technical implementation support.
Advise on quality, sustainability and scalability.
Review the relevant project progress report and provide recommendations.
Within 8 Months of Contract Signature
The consultant will:

Continue technical support to project implementation.
Monitor quality, sustainability and scalability.
Review the relevant progress report and identify gaps.
Within 16 Months of Contract Signature
The consultant will:
Continue technical guidance and M&E support.
Assess implementation quality and progress.
Review the relevant progress report and provide recommendations.
Upon Project Closure
The consultant will:

Continue supporting M&E-based supervision.
Assess quality, sustainability and scalability.
Review the final project report and provide comments and recommendations.
Reporting Requirements
Before the release of the relevant project disbursement, the consultant will provide GDN with a report covering:

Key interactions with the Awardee, including decisions and implementation issues.
Assessment of project progress during the reporting period.
Challenges identified and feasible solutions recommended.

Updates to the M&E framework.
Any revisions required to indicators or the monitoring approach.
The consultant will report directly to João Costa, Senior Program Manager at GDN.
